It is on land according to google satelite.. but apparently it has a paddle wheel and deck hands according the article

It's on a pilings on the other side of the levee to meet the "over the water" requirement. It's the first Casino built in Baton Rouge after the state removed the requirement that they actually move around - so while it is not a boat that can cruise around, it is over water.

Same setup as the Tunica Casinos.
