Perp no but the person, absolutely.

The key is it depends on the relationship between the people. There are people in my life that could do the Ellen equivalent to me and while I might blush a little the last thing I would think was that I had been sexually harassed, on the other hand, a stranger or someone I barely know I would feel quite different, unless there had been some clear consent. IMO it all hinges on whether Katy and Ellen have a relationship of the nature that has Katy NGAF.

I understand the desire for "gotcha" but you have to use your brain, otherwise gotcha becomes worthless, which is basically where we are at today.
