No, it isn't. It became an issue at the end of the '70s/beginning of the '80s when many of the laws allowing them (most homeless are deeply addicted/mentally ill or both) to be institutionalized were struck down. This resulted in many institutions closing their doors. There was a period of adjustment as many of them were violent enough to end up in corrections facilities or other mental health facilities, but many remained on the street.

And that lack of a system remains. This is still a free country, so the government doesn't just have carte blanche to just relocate folks on a whim - there would have to be some crime or public policy advanced to justify that, and it would incur years/decades of legal challenge.

If these folks were capable/willing to do this, they wouldn't be homeless - like I said, deeply addicted, mentally ill or both.

In my area we have a problem with feral cats. The city tells us not to feed them and gives us cages to trap them. When we catch one we call the city and they come pick it up and spay or neuter them. Maybe we should get some bigger cages and implement something similar?
