That evidences the autonomous nature of mayorships. They aren't employees of the state and they don't work for the Governor's Administration. They operate their only lil' kingdoms autonomously for the most part. They don't communicate with the Governor on a regular basis. That may seem dysfunctional to some degree but it is a product of desirable separation of power. You don't want things to where mayors are just puppets of whatever governor is in office. Better that the are largely independent of the state government hierarchy.
