Having said that, this isn't a "team" and government doesn't work this way. What will actually happen is the good areas will slide, the bad areas will improve marginally, and we're left with a decidedly average city.
I would liken it to a sales company. Half the company brings in the majority of the income, the other half is lower performers and admin staff on overhead. In a decision to make things fair, the CEO decides to, in order to make sure everyone is getting fair treatment financially, take away bonus programs and financial and health benefits for the top half of the office and gives all those proceeds to the bottom half. If you were in that top half, would you stay at that company?
