That's exactly what he's saying. And he's going to say something about both doing something illegal...blah blah blah. However, what if Bob were going 100 or 110? My question to kork is...is the guy who moved over still considered the one who caused the bad situation? Or where do we draw the line? Oh want isn't that the point of he speed limit? Sorry if it inconveniences bob to have to slow down from 90 to 75 because someone moved over before bob got there. The unsafe situation is determined by at what point did the driver move over. If Bob has to hit his brakes moderately, than the other car is in the wrong. If Bob just had to let off gas and coast to match speed....then Bob has no right to be upset and a bad situation was not created.

Yes. If the starting scenario is Bob has already gotten in the left lane to indicate his intention to pass, how can the eventual unsafe situation be the fault of anyone other than the guy who moved over in front of him? At this point, if everyone maintains their speed and lane, there will be no unsafe situation. But if a driver changes lanes and forces another drive to react, of course he caused the situation.

No, the other car is in the wrong REGARDLESS of the speeds involved. It doesn't matter if Bob is going 100 and the other car 70, or if Bob is going 70 and the other car 50. The car in front is in the wrong in both cases. The only difference is whether Bob is also breaking a law, and that does NOT absolve the other guy of his error. And it also doesn't change the fact that the other guy created the unsafe condition.
