I enjoyed the hell out of settlement building. It did take a few mods to make it more enjoyable. Especially the mod that allows you to scrap just about everything in the settlement so you can rebuild from a clean slate.
My main beef with the game is all of the factions suck. Each faction is basically a dick to all the other factions. So you have to pick sides and none were compelling enough to be able to sway me 100% to their side.
Back to settlements, they really needed to do a better job with settlement attacks. I could have freaking defense at insanely high levels and yet if I didn't make it back for the attack the settlement was wrecked.
Oh.....radiant minutemen quests suck...
Those are actually fairly minor beefs. I played all the way through twice and maxed everything both times.

There are usually three spawn points where enemies come from in settlement attacks. Once you find all those you can just defend those spots.
Your defense needs to equal your number of settlers for max happiness but around 150 will be enough to win without you having to go back everytime. You could also arm your settlers with good guns and leave some extra power armor for them.
