If it's in that bad of shape, I'd buy some cheap arse clearcoat in an aerosol can from Autozone and spray it on the affected area. May slow further oxidization/paint flake/rust.

If there is nothing to worry about in terms of the exterior rusting away or literally falling apart, then I don't care. It is my 100,000 mile commuter car that I drive from the suburbs into work each day. It has a lot of life left in it, but I'm not too concerned if the exterior looks bad.
It isn't flaking off. It is just milky white.
