Why are 4 of the 5 the Southern Coast teams playing each other week 1?

Miami and Tampa
Jacksonville and Houston
One had to be postponed because of a hurricane
The other one features a city clobbered by a hurricane 2 weeks ago vs. a city on the outer edge of hurricane path.
Miami should be playing in Buffalo week 1 and Houston should play at Indy week one, and so on.
