By giving Dems the ability to shut down the government in three months you give them the ability to kill tax reform bills, infrastructure bills, hell anything they want.
It's not fair, but Dems don't pay a price if they shut down government. The media makes sure of that. Now they hijack the legislative process.

And if dems try to shut down the government over politics and threaten to do what you state, it's their turn to have all of America angry at them, kneecapping their own re-election prospects. We've also further opened the wedge b/t Bernie/DACA dems and DC Dems. Building a situation where all R and D congressmen in tight districts are gonna have to question whether they want to stick with their party bosses or bounce to the POTUS.
Again, is it a wise career move to hitch your wagon to your party boss and their 15% approval rating before 2018? R or D, doesn't matter.
