No. Low tax environment, both have growing tech sectors.
Vegas is a popular option for West Coast people that want to remain close to home. Orlando has been one of the fastest growing metros in the country post-recession and it hasn't been fueled by tourism.

I live in Fort Worth and I don't think they will come to Texas. Politics like bathroom bills, illegals, and other liberal causes will keep them from wanting any part of Texas as far as a second HQ is concerned.
