Did some quick math.
La county is 80 percent non citizen (self reported so lulz) so 2 million to 3 million depending on how understated you think that number.
On a total pop of 10, and let's say 25 percent are under 18. That's 7.5, they claim 50 percent registered overall so that's 5.
It all breaks down to how many non citizens are in la and what percentage of them are children.
Reasonable assumptions can easily get you to jw's numbers.
