It's made by Netherrealm Studios. You almost have to. Scorpion in the first one, now Sub-Zero and Raiden in the 2nd one.

Considering that the entirety of Injustice 2 takes place on the alternate earth, it makes sense. Plus he basically had the same moveset as Black Adam and his personality was easily mirrored with the addition of Jay Garrick.
The only reasons the Joker is in the game are for his custom introductions and to fulfill the Harley hallucination scene in Chapter 2.
If you want a valid complaint about characters that were in the first one but not the 2nd, how about Raven, Deathstroke, Grundy, J'onn J'onnz, Batgirl, Zatanna, or Ares?
