Don't know the legalities regarding evacuating nursing home patients but these videos are disturbing and sad:
Video of nurse saying nursing home residents could not be saved. She was more concerned for their privacy than safety.

I know a little of what happened with nursing homes after Katrina.
I know a woman whose Mother died by drowning in St. Bernard when the home wasn't evacuated (and the families were told all was under control).
At the same time, other nursing homes in the area were moving their clients all over the south, to other homes owned by the same corporations. One of the workers who was doing the driver stopped by our home to sleep, eat, and get her next assignments.
Then, it was up to the home how the situation was handled.
Two things impressed me ...the guy who evacuated the elderly lady by boat (and was strong enough to lift her electric wheelchair into the boat and save it
....the c navy evacuating some of the totally bed ridden and taking dry matresses with them for the future comfort of those helpless ones.
