yep... Lincoln instituted martial law in the state to keep Maryland from seceding and thus encircling Washington DC by the CSA

I know that, but in the end Maryland wasn't a part of the CSA and didn't provide much manpower to the South. So yes, it is a little surprising that a Lee and Jackson statue went up in the 1940s.
