Despite proclamations, NK is not an irrational actor. They have acted like one would expect in a deterrence arrangement. They also surely know that South Korea has the superior military and allies.

My guess is that up to the bitter end NK would see the threats internally as easier to deal with then attempting to throw a weakened regime into a fight that will all but guarantee their demise.
