That would be the apparent ruling before appeal. Still, you have not stated one thing that I not not already said.
However, That very well could be challenged. The first does not allow me access to the phone conversations between a gov official and his wife on his personal cell phone account. BUT, there is no need in going there, it's not the topic.
So far, we are on the same page. Not sure what your issue is.
