They get them because they sign up for geico and get the card then cancel once they have everything.
The bigger question is why doesnt louisiana do something about it? Almost every insurance agency has web APIs you can call to check the status of a policy. If a policy goes inactive the state should flag their registration until it pops up within X days with another company. If it doesnt suspend their registration.
