Well, the disproportionate impact is pretty obvious when you look at the data. I'd put more emphasis on the impact on low SES individuals than on the "people of color" because, in this case, the low SES status accounts for most of the "people of color". Paying lip service to the disenfranchised may well be a smart political play to give this bill some legs... wouldn't you agree?

I mean, I see what he's going for, but race is a divisive issue. I feel like you would be better off talking about all the high school and college aged kids that end up in jail or with criminal records for stupid arse reasons.
I realize a disproportionate amount of those high school and college aged kids are black, but wouldn't you get more people on board if you focused on age instead of race?
