I can attest to this. Back when I worked in Heavy Civil, multiple times I had to give contracts to these companies to meet our DBE %. Often times they're more expensive, and usually incompetent business wise but they are in business because big companies like who I worked for needed to use them.

Kid you not, I once got an invoice typed up in Word that said this

XXXX REBAR
WE TIED 140,000 LBS OF STEEL
YOU OWE ME $XXXX

---

I also had to go back and pay his supplier over $200K for rebar we had already paid him for because he wasnt paying his bills and the supplier filed against our bond.
