The poverty rate in New York City was just below 20% in the 1990 census, and it was estimated at 20.6% in 2016. Median household income has increased from $38,909 in 1990 to $53,373 for the five year estimate from 2011-2015. Then again cost of living has increased as well.
In other words, I don't think the poor have been displaced, at least not to the extent you're arguing.
