Crime is rampant amongst the poor.

People tend to be poor when they don't graduate highschool and have children out of wedlock. Guess which women have more children out of wedlock? Black women.

I don't know how you change that, but it's got to change if you don't want to keep repeating the cycle over and over again. Maybe start by not having entitlements, we can not reward people with money for having children and dropping out of school. Birth control is cheap, like extremely cheap as well.
