Sort of. It has the same effect, but works on budgetary bills passed by what is called reconciliation, which is supposed to cut down on the time it takes to pass revenue bills. Reconciliation requires 51 votes in the House and Senate to pass. The Senate rules restrict debate (filibustering) on reconciliation bills. On the non-budgetary items of a bill, there is no restriction on filibustering in the Senate (under present rules), so it takes 60 votes to kill filibustering (and pass the bill) in the Senate on the non-budgetary items.
