What's the protocol on turning them on, as in, when do they need to turn them on?

Meaning...we don't know the full story here, obviously. I guess it could be possible they were in their car, and right as they pulled up she came running to the car and the altercation started, whatever that altercation may have been...in which case there would really be no time to turn on a body cam.

I don't know, just thinking aloud here.
