Don't think so. CNN is not much more extreme than FOX, if any.
If the WSJ, which is centrist right leaning, was at 30, Fox was 18 points more positive than the WSJ. CNN was 23 points more negative than the WSJ.
The problem with your reasoning is assuming that a neutral position would be 50%, when the numbers show that a neutral position would probably be a little more negative than WSJ. If you put that neutral position number at 28, FOX and CNN are basically equally far apart from neutral.
Saying FOX is fair and balanced is not supported by the Harvard study, and is a rather large leap of bias.
