Photosensitivity as an adult epileptic is pretty rare (considering only 3% have it even as children and many grow out of it). Such a person wouldn't be able to look at a regular computer screen for long periods of time.

All that to say, tweeting a strobe gif is a lot like pretending to poke someone in the eye and Eichenwald responds as if his eye was gouged out.
