I believe regulation should be enacted when necessary, no other time is it appropriate. This is a situation in which the market does not need regulation, it can self regulate.

It becomes necessary when the majority of a constituency deems it so. If 74% of Mandeville's 4th district want to outlaw Wrigley's gum, it's the job of their councilperson to bring the issue up. If the rest of Mandeville agrees, it becomes law. That's how government works.
