If some frick were to "plan" to murder 'all the black dudes I can find' and he shoots ME along with a group of my friends.....I'm not certain of the ambiguity that would be given to his "plans".

No. Not having a concrete plan means that he didn't have a plan set in stone as would most assassins or terrorists that would likely have a formalized plan for an attack of this nature. He just walked up, asked if the GOP was in the field, and started firing away.

I think it's rather bizarre that people would suggest the FBI is defending him because of that phrase.
