This may be a stupid question, but does how a track is built/material under their feet make a runner faster?
To be fair I was watching these heats and the annoucers all said the times were "wind legal" with an aided wind of .8 meters/second (around 1-2 mph)

When you're talking about a race where hundredths of a second can make a difference, temperature, wind, moisture, and so forth can make a pretty big difference.
That said, I just watched the race, and he smoked everyone. He was moving.
