They likely didn't have a BC on hand hence the insurance card; HOWEVER, in alerting the news channel, that would've been time to lay the boom with a valid BC. It would've brought swift public outrage. Reason I believe they didn't? "Shes" obviously a male.........the league was fed up and called the bluff.

This is my bet on the situation.
