You need to manually vacuum the algae to waste. If you're not doing that you're doing it wrong.
Vaccuum to waste.

You need to find out what your CYA level is asap...and adjust your shock level accordingly. You need to keep your pool at shock level until it can pass an OCLT (go to troublefreepool.com). In the meantime it will be a constant battle of shocking, manually vacuuming to waste, and scrubbing. If you keep this up...then it will eventually clear up. Might as well go to your nearest Walmart and buy a good bit of the 10% bleach to use as shock.
I don't usually recommend anything other than bleach, salt, muriatic acid, etc....but it may be wise for you to use a non-copper based algaecide for your pool once it clears up as a preventative, I like Bioguard Backup 2.
