He WANTS to transfer to Florida. He CAN'T transfer to Florida right now unless the SEC changes a rule that was brought about BECAUSE of Florida.
Florida took two graduate transfers in 2015 who couldn't play because they didn't meet the academic requirements of the school. As a result, the SEC banned UF from taking grad transfers for 3 years. The SEC would have to reverse their stance in order from him to go to UF.
As a graduate of ND I suspect he could meet the academic requirements. However, it would be kind of chicken shite for the SEC to reverse a decision/rule in favor of the school whose actions brought about the rule in the first place. Thus, I fully expect the change to take place
