No, wouldn't end terrorism, nor would it put a dent in it. Our presence there is only an excuse. If we left, then they'd point to western culture creeping in to their society, while others would still pursue conversion via the sword. Those already living in Western countries would act out in an effort to bring their customs to greater prominence in their host country.
