He was not in position to enact a quid pro quo, even if he pledged to do so. frick no, Flynn has already been cleared of any wrongdoing in regards to his phone calls with the Russians.

I would imagine that Flynn is going to get charged in connection with the money he was paid by these government that he didn't disclose in his security clearance interviews or notify his superiors of. I would further bet that he didn't pay any taxes on those payments Meaning the IRS will likely get him.

But he didn't do anything illegal in regards to national security, that we know of.
