He was not referring to SATs and ACTs. He was talking about the myriad state administered tests. In MD they are called PARCC, in FL they are called Florida Standards Assessments, etc.

And, fyi, an increasing number of colleges are making SATs and ACTs optional or even unnecessary. This is a list from 2015, more colleges are joining all the time.
