Sorry you didn't understand that, and that I didn't make it clearer, but as someone who was in fact a criminal investigator in the Army I may know what I'm talking about here. Every agency has multiple file cabinets (sometimes literally) full of cases that active investigations have been ceased in, but the cases aren't closed.

There are steps that have to be taken in any agency to reopen a case (usually this happens when there is new evidence to suggest that person convicted of a crime is innocent , or soemthing like that) that make reopening a closed case a pain in the arse, and that is why cases don't get closed . In fact Comey's letters indicate that it really wasn't any big deal for him to reevaluate the case given the new emails which once again leads me to believe the case wasn't "closed"

That's a whole lot of word salad to circle back around to my original point that this investigation may very well still be taking place.
