next year- only boats over 50', with owners children who have 300k in there 401k can catch 2 per year.

Here's the Gulf Shareholders' Alliance statement on the subject. Spoiler alert, it's all our fault and these fish aren't free. Unless the rights to fish them are gifted to you through a back room deal with NOAA, because then yeah they are free. Suck it poors.
