Anyone who believes there is any free market for ISPs should just look at Google Fiber. Google, one of the largest companies on the planet, couldn't push their way through the morass of local regulations and permitting issues to achieve widespread success with Fiber. Do you know why they couldn't? Because the other telecoms fought them every step of the way. They don't want to compete, they want to mooch of the monopolies that local government have given them.
Yep, they tried in Lville and the local gov't and ISPs stopped them real fast.
Non tech savy people just don't get it. Infrastructure and fiber can be shared by multiple ISPs. Who ever owns it charges the other ISP to rent their lines.
