It's not just reporting a crime, but it's also cooperating with law enforcement officials. So being a witness, or calling 911 or a variety of other things.

This is the argument. I honestly DGAF. I think its probably smart to not have the local police acting as immigration enforcement personnel but I really don't think it matters that much.
