There's been shootings, numerous fights and robberies at Bel Air Mall in Mobile. It's a shame because a developer put a ton of money to clean it up.
Every incident involved a black person.

You have to blame the mall owners - they let the problem grow and grow without taking any action and now, for some malls, it is too late.
You have to have management with the balls to ignore the whiners. Boardwalk in Bossier City did, and it is doing fine (though it is a pseudo mall). No actual shopper, black or white, wants to be around young punks raising hell.
