The problem with this whole thing was pretty simple. In order to make sure benefits continue for the people diverting into the old system and not the new system, you have to keep funding the old system. They were looking at a trillion dollar obligation to do that and Republicans didn't want to piss off old people by raising retirement ages, cutting benefits, and rich people didn't want their taxes going up. Like with the proposed cap elimination on the left. So you had Bush promising no net change but the numbers didn't add up. If you are putting less money into the SS system, something has to give somewhere.
