Yes it does. The President doesn't have the power to order surveillance on a US citizen. It's a 4th amendment violation. In order to wiretap a US citizen's phone or emails an investigatory body would have to obtain a warrant. Now if the FBI had evidence that a Trump associate may be committing a crime with a foreign entity then they could attempt to get a FISA warrant on that person, which is what several news outlets have mentioned as probably happened. But that is nowhere near what Trump claimed.
