step 1 - allow ISP to spy and sell
step 2 - remove policy that protects customers from selective throttling - allowing the ISPS to effectively block your access to VPN software to protect yourself from isp spying.

Step 3 will allow ISP's to block news sites and stations as they wish ( really part of step 2)
