They have one in Metry, but not New Orleans.
The levee in Metry is part of the eruv. It can be a wire (actually a string made out of linen I think) or some sort of permanant structure.
Basically allows the Jewish community to treat the community as their home. They can carry their house key or infant child for instance. Still aren't allowed to make fire or drive.
Think they can ride a bike, but that is a shady area.
