Not exactly. Depends on the course and slope rating for the course you are playing.

I grew up on a course that had a 68.something course rating. I'd shoot low 70's (70-75) the majority of the times I played back then. My handicap back then was closer to a 5 or 6. That was at that course though, I could barely break 90 at a tough course. Took a long time after high school for me to change my swing enough to shoot low scores at tougher courses.

Funny thing is, I don't play at all anymore but understand the swing so much more. I could probably get down to a single digit handicap in a month if I could get to the range and play a round a couple times a week.
