He might have, I really don't recall.
The city should give back all the land and monetary advances they received from him if so.
Buy back the land of his they sold and return it to the endowment.

I like your idea. They should do the same for John McDonogh. He died around 1850 and left ~$750,000 to New Orleans to build schools for poor children, white and black. Buttttttt...
He owned slaves. BAD!
