It comes with a 20 PSI regulator, so no.

I hear that propane tanks for double jets often freeze up. I know one solution is to leave the tank in a shallow tub of water while you have the burner going.

Nope, same regulator it came with. Might replace in future but I haven't felt the need to.

I have an 80qt. I don't think an 100qt is a bad thing but if your only boiling a couple sacks at a time I don't find it necessary.
