The better question you should be asking is why is the speed limit so low?

Take NYS for example. The statewide speed limit is 55. It hasn't been updated in decades, with the exception of upping the speed limit on the Thruway to 65 under popular pressure.

Now, the Thruway was designed to safely handle 80 miles an hour, but has been held artificially low due to state police lobbying. That might seem curious until you drive on it and realize no one goes the speed limit. If you're going 65 you get run off the road, the average speed is 80 mph, as designed. So what happens then is the troopers can pull over anyone they want to because technically everyone is breaking the law. It's not about safety here but revenue and the ability to pull over anyone.
