I don't think that's the entire reason why there is opposition to letting in large numbers of refugees.

Are there though?

Perhaps my interpretation is colored because I have family that owns a convenience store, but people are going to buy their cigarettes. They may go without other essentials, but they will get their fix.

If the state is making money off the tax and putting it to good use I am in favor, but by and large, I don't think there's should be repercussions for this sort of thing. The only reason I might is because second hand smoke can cause harm to non-smokers.
