Wikileaks doesn't pick which agency/country/politician etc that they want to go after. They receive a fair amount of information from whistleblowers than expose it to the public.
The CIA fricked up and clearly won't admit its errors in their own cyber security. Podesta, Hillary, dnc all fricked up.
First of all they only released 1% of vault 7 and it's just the tools that the CIA and ic has acquired. Nothing definitive of them using it on American citizens. I guess we'll find out in the coming weeks/months.
But to just pretend that the CIA is this organization of saints not breaking any laws is ridiculous.

There actually is evidence of this. In a government report of all places. It outlined intelligence and surveillance abuses.
